The Blue Protein Production Unit is a pilot-scale processing facility designed to strengthen Indonesia’s blue economy by converting fresh and underutilized fish into high-value fish protein hydrolysate (HPI). The initiative demonstrates how local fish resources can be transformed into sustainable nutrition and bio-industrial products while creating economic opportunities for coastal communities.
Fresh fish is the key to the process of making fish protein hydrolysate.
Berikan Protein in collaboration with the Ministry of Marine Affairs and Fisheries (KKP) is building a pilot plant for Fish Protein Hydrolysate (HPI) in Pekalongan, Central Java, with an investment of Rp8 billion to increase the added value of marine products, particularly fish milk. The facility is projected to be operational by the end of 2024 with a production capacity of 2 tons per month, utilizing enzymatic technology to produce high-protein products from small fish.
Problem Statement
Indonesia’s marine and fisheries sector continues to face challenges in maximizing the economic value of small fish and low-grade marine resources, which are often sold at low prices or discarded as waste.
- Limited processing infrastructure to convert small fish into high-value products.
- High post-harvest losses and underutilization of fresh fish resources.
- Coastal communities remain concentrated in low-margin raw material supply roles.
- Growing demand for sustainable, high-quality protein ingredients is unmet by local production.
Solution We Offer
The Blue Protein Production Unit provides a scalable processing model that transforms fresh fish into premium protein ingredients using enzymatic hydrolysis technology.
- Establishment of a pilot HPI processing plant in Pekalongan.
- Utilization of fresh fish and fish milk as raw materials for protein hydrolysate.
- Application of enzymatic technology to produce high-bioavailability protein products.
- Integration of fisher cooperatives into higher-value marine bioproduct supply chains.
Output Program
- Upcycling of 120,000 kg of potential fish waste annually
- Reduce 96-144 tons of CO₂e per year
- Providing 20 new jobs for coastal families.
- Supporting the industrialization of fisher cooperatives, enabling them to move up the value chain and participate in higher-value marine bio-product production.
- Scaling up production capacity beyond the pilot phase.
- Replication of the production unit model in other coastal regions.
- Expansion of product applications across nutrition, animal feed, and functional food sectors.
- Long-term integration into the national blue economy and fisheries downstreaming programs.
